Jennifer Jones Santos
President and CEO

Amy Eschman
Operations Manager
Amy Eschman serves as Operations Manager at J2 Strategic Solutions, bringing extensive experience in National Institutes of Health (NIH) proposals, grants administration, and project and team management. She is responsible for overseeing internal processes, ensuring seamless project coordination and high-quality client delivery.
Before joining J2, Amy worked as a Principal Investigator on various research projects, including the development of cognitive assessment tools and clinical trials in primary care settings. She also has a strong background in writing and developing user manuals, training materials for software applications, and resources for emerging researchers.
Outside of work, Amy enjoys spending time with her family on the back porch, exploring waterways, taking long walks with her dog Agnes, and cheering on the Pittsburgh Steelers.
Jennifer Jones Santos founded J2 Strategic Solutions in 2004 and oversees all firm engagements, bringing nearly 25 years of FQHC experience, including multiple C-suite leadership roles. Throughout her career, Jennifer has guided small nonprofits, health departments, hospital districts, universities, and community mental health centers through successful FQHC development.
She remains attuned to trends in the evolving health center landscape, helping clients respond proactively to opportunities and challenges. Jennifer is known for her ability to visualize client goals and design strategic, actionable pathways to success.
Her extensive work spans FQHCs, FQHC Look-Alikes, CCBHCs, public entities, and residency programs, with deep expertise across HRSA, SAMHSA, USDA, CDC, and other DHHS funding agencies. Her focus areas include workforce development, integrated primary and behavioral healthcare, teaching health centers, rural health initiatives, culturally and linguistically appropriate services (CLAS), and capital expansion projects.
Jennifer has also provided consulting to state and national primary care associations. Her diverse background in government funding, entrepreneurship, and business development uniquely positions her to align client visions with strategic execution.
She is fluent in Spanish and Portuguese and passionate about learning new languages.

Mary Blake Chandler
Project Associate
Mary Blake Chandler serves as a Project Associate at J2 Strategic Solutions, bringing a dual background in workforce development for safety-net clinics and public health initiatives. After earning her MPA from the University of Colorado, she worked with the Colorado Department of Public Health and Environment, supporting Federally Qualified Health Centers (FQHCs), Rural Health Clinics, Critical Access Hospitals, and academic medical centers.
Mary Blake has extensive experience in grant program creation and administration, public policy development, and advancing health equity initiatives. At J2, she tracks project and grant progress through the full development cycle, drafts narratives, and contributes to needs assessments, grants management, and compliance navigation efforts.
Now based in her home state of North Carolina, Mary Blake enjoys hiking, spending time by the ocean, and searching for the world’s best cup of coffee.

Sandra Garcia
Project Coordinator
Sandra Garcia serves as a Project Coordinator at J2 Strategic Solutions, bringing a background in healthcare IT and electronic health records consulting for hospitals across the United States. She first joined J2 through the Hiring Our Heroes Military Spouse Fellowship Program after returning from overseas, where she volunteered extensively with the American Red Cross and received the President’s Volunteer Service Award.
Sandra is passionate about advancing healthcare accessibility and education. At J2, she provides comprehensive client support across grants management, proposal development, and strategic project coordination. Her approach combines operational expertise with a commitment to delivering seamless client experiences.
Outside of work, Sandra enjoys coaching 6U soccer, riding bikes with her husband and two young boys, and toggling between Hot Wheels races and lightsaber battles at home—always fueled by coffee, laughter, and great food.

Gabriel Santos
Lead Project Analyst
Gabriel Santos serves as Lead Project Analyst at J2 Strategic Solutions, providing critical back-office support across budgeting, GIS analytics, data compilation, and project coordination. He is currently completing his bachelor's degree in Business, further strengthening his expertise in operational and analytical processes.
Fluent in Portuguese, Gabriel brings a global perspective to his work with J2’s diverse client base. Outside of his professional role, Gabriel is a passionate car enthusiast who enjoys cruising in his beloved Skylar during his free time.

Heather Hensley
Managing Director of Community Health
Heather Hensley brings a strong background in healthcare administration and physician relations to her role as Managing Director of Community Health at J2 Strategic Solutions. Since 2014, she has led day-to-day client engagements, managing project teams from initial consultation through final submission.
Heather oversees client experience, compliance navigation, and application development, ensuring that J2 consistently "owns it" for every project. Her areas of expertise include FQHC scope-of-project management, compliance assessments, FTCA applications, quality improvement initiatives, credentialing, and risk management.
Outside of J2, Heather enjoys spending time with her husband and three sons, teaching yoga, and cuddling her two dogs, Tinsey and Rogan.

Gary Hensley
Business Operations and Strategy Consultant
Gary Hensley brings over two decades of experience in operational strategy, financial planning, and process optimization to his role as Business Operations and Strategy Consultant at J2 Strategic Solutions. He partners with clients to enhance operational efficiency, align business strategies with financial sustainability, and drive data-informed decision-making.
Gary’s expertise spans nonprofit and corporate sectors, where he has successfully led enterprise-wide business operations, strategic planning, and resource allocation initiatives. In addition to his work with J2, Gary serves as Associate Vice President of Business Operations and Strategy at the National Veterans Memorial and Museum, overseeing financial modeling and strategic alignment efforts.
A U.S. Marine Corps veteran, Gary leverages his background in financial management and logistics to deliver mission-driven results. His academic credentials include an MBA and undergraduate degrees in Technical Management and Accounting. Passionate about supporting veterans’ well-being and resilience, Gary is committed to advancing initiatives that amplify the voices of those who have served. Outside of work, he enjoys practicing Brazilian Jiu-Jitsu and contributing to veteran community efforts.

Alison Delateur
Project Associate
Alison Delateur serves as a Project Associate at J2 Strategic Solutions, bringing over a decade of experience in public health program development, health center operations, and grants management. She joined J2 through the Hiring Our Heroes Military Spouse Fellowship Program, applying her expertise working with Federally Qualified Health Centers (FQHCs) and Look-Alike organizations across the country.
With a strong background in school-based health center leadership and community-based program strategy, Ali excels in strategic planning and operational execution. Mission-driven and detail-oriented, she leverages formal project management skills to support client initiatives focused on expanding access to high-quality, affordable healthcare.
Outside of work, Ali enjoys pizza and movie nights with her husband and three young children, along with sports outings, bike rides, and family walks with their dog.

Aitana Villasenor
Analyst and Project Coordinator
Aitana Villasenor serves as an Analyst and Project Coordinator at J2 Strategic Solutions, leveraging a dual degree in Sociology and Psychology from the University of New Mexico. Passionate about empowering communities through meaningful, data-informed initiatives, she supports the J2 team by conducting research and delivering actionable data insights that drive project success.
Aitana began her journey at J2 as an intern and quickly advanced to a full-time role, where she plays a key part in shaping data-driven strategies for client engagements. Based in New Mexico, she enjoys Latin social dancing, reading, and spending time with her cat.
