Passion for Healthcare Access for the Underserved: J2 Strategic Solutions' Inception
While working for the Primary Care Office (PCO), Jennifer was tasked with addressing concerns from leadership about the lack of Federally Qualified Health Centers (FQHCs) in Texas. She conducted an analysis and discovered that in a state with 60% of the population uninsured, FQHC look-alikes were unable to start or operate without significant financial risk, making them unsustainable. Jennifer presented her findings to her superiors, and the report was subsequently forwarded to the state legislature. As a result, funding was allocated to launch the "Incubator" program, which Jennifer was entrusted to design and implement. In its first year, the program funded 12 entities—more than had been funded in the previous 30 years combined. Although the program looks different today, Over the last two decades, this program has helped numerous health centers overcome challenges and achieve key milestones in becoming FQHC Look-Alikes and, ultimately, a designation as a Federally Qualified Health Center.
On the waves of this successful initiative, Project Vida Health Center contacted Jennifer and hired her as their Chief Compliance Officer (CCO). Shortly thereafter, other organizations, including the Asian American Health Coalition, sought her expertise in navigating application processes, since she had been such a help in explaining the Incubator requirements. As the demand for her services grew, Jennifer began securing ongoing contracts. In 2011, after returning from Brazil, she hired her first employee to help manage the increasing workload.

HRSA funded 250 awards out of 800 applications; 100% of J2's clients were funded
2013-2014
Maintained Progress
40% of J2's clients were funded in the 1st round; the remainder were funded in the 2nd round. HRSA funded 32 applications in the first round and 236 in the second - out of 1000 applications.
2015

80% of J2's clients were funded. HRSA funded 164 awards out of 1200 applications.
2019
New Access Points and COVID-19
30% of J2's clients funded. HRSA had planned to award more applications in 2020 from this cycle, but COVID struck in 2020. HRSA funded 77 awards with 12 going to Puerto Rico due to Hurricane Maria. Approximately 1200 total applications. HRSA funded 5% of applications from the States (excluding Puerto Rico). Although disappointed, the 30% J2 rate was higher than the HRSA award rate, which we still considered a success.
HRSA funds 5-30% of NAP applications on any given cycle. Our fund rate is triple that. With the exception of the last cycle, J2 has gotten almost all of its NAP applications funded for the past 14 years. When HRSA funded 5% we got 30% awarded. When HRSA funded 30%, we got most if not all funded.
